Samuel Lazar, 35, of Ephrata, has been arrested and charged with federal offenses that include assaulting, resisting or impeding certain officers and obstruction of law enforcement during civil disorder, among other charges.

Lazar will make his initial court appearance at Eastern District of Pennsylvania on Tuesday at 1:30 p.m.

Lazar was in the U.S. Capitol dressed in tactical gear, protective goggles and camouflage face paint.

He appeared in the attire at the Capitol in numerous videos and photos posted on social media.

In one of the videos he was recorded saying, "They maced us, those tyrannical pieces of s***, and we maced them right the f*** back and now they’re taking the building.”

A police body camera showed the incident of Lazar walking along a police line around 1:13 p.m.

He grabbed a bike rack, attempted to remove it and "discharged a chemical irritant from the canister in his other hand," according to the USDOJ.

Lazar was told to get back and police sprayed him. Instead of backing up Lazar turned to face an officer and redeployed his chemical irritant around 4:30 p.m.

The case is being prosecuted by the U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section.

The investigation into the breach of the US Capitol remains ongoing.
